This project origin was the need to aggregate value to the acidic heavy crude and from it produce high quality transportation fuel. As well as to reduce import of oil products like gasoline and diesel. The other two purposes of SonaRef are to control 50% of regional market and to increase exportation to international markets.

Sonaref - a high conversion type refinery - will occupy an area of aproximately 150 hectares and will be located at about 8 km North of Lobito, Benguela. Its facilities will be equiped with groundbreaking technology which, in order to ensure reliability and safety complies to the industry's international certification standards. The plant will be self-sufficient with regards to electricity and water supply.

As an implementation strategy Sonaref will have a phased construction model, and it is expected that the completion of its first phase (Low Conversion Units or a simple refinery) in 2015 will put an end to import of refined products. The High Conversion Units (complex refinery) will be installed during the second phase in 2016.

The raw material (acid and heavy blends) for SonaRef will be the crude explored from onshore or offshore blocks that will be carried by oil tankers to a bridged platform located eastward of Lobito's bay and from there transfered to the refinery by pipelines.

With capacity to process 200,000 bpd of crude, SonaRef will produce unleaded gasoline, diesel, jet fuel (Jet1), illuminant oil, LPG and limited quantities of sulfur and oil coke.The specifications of the products processed will match those of the target markets which include Angola Europe and the USA.

Sonangol contracted Kellog Brown & Root (KBR) to design the set of refining units that will comprise Sonaref. KBR's mission is to coordinate the activities of licensing the units, procurement of required patents and used technologies. Regarding utilities, offsite and storage Sonaref decided to implement the BOOT (Buy-Own-Build-Transfer) model, which is based on outsourced management - where a third-party provides funding, builds and operates the units and is remunerated for its services for a given period of time, at the end of which the property is handed over to Sonangol. The BOOT model will also be beneficial to help reduce costs related to investment with personnel, staff selection and hiring, and training of professionals and technicians.
